Higher neurons are not only specialized but they form sophisticated centres and complicated networks that process the highest sensory and motor signals and form what human is. Human needs are tricky. We usually hold basic needs as luxuries. Time and health are basic needs while luxuries should be some unneeded details, like a larger car or home. The most basic human need is oxygen, but I think this falls under health.
